Any Bylaw, section or subsection of these Bylaws, or any other administrative directives may be suspended by a two-thirds vote of the members of the National Board of Directors when, in the considered opinion of those Directors, the accomplishments of the Association cannot be otherwise affected. Any such suspension shall be on a case-by-case basis, for a period not to exceed ninety (90) days. All such actions shall be duly recorded, with full justification for the action, in the minutes of the meeting wherein the suspension was invoked and the meeting wherein it was withdrawn
